If I ran the MTA, I'd do this:
1. X27/28: Leave the schedule pre-6/27.
2. X27B/28B: Relabel it the X47/48, the MTA's schedule remains.
3. Old X37/38: Revive them, pre-6/27 schedule/routing implemented.
Don't see the point in having x27b's/28b's & x37's/x38's running.
That's excessive, and would end up resulting in a decrease of regular x27/28 service....
Discontinue Sea Gate service.

at the most, all you need out there are 4 runs in each direction/day... at half hour intervals from 6am-7:30am (leaving sea gate)... and at half hour intervals around like 5:15pm-6:45pm (leaving manhattan)... have 2 am runs operate as x28's & have 2 operate as 38s.... same deal for pm runs....
I would keep Sea Gate service. Only a few trips run there anyway.
the problem was, too many trips throughout the day, ran to/from sea gate, pre 6/27...
the quick fix was to oust themselves of the x38, while still pretty much retaining the amt. of (x28 + [(old) x38]) trips out to sea gate...
